Why in News? 

The Ministry of New and Renewable Energy (MNRE) has revised the guidelines for the ‘Waste to Energy’ and ‘Biomass’ components under the National Bioenergy Programme.  

What is Bioenergy? 

Bioenergy is a form of renewable energy produced by burning biomass fuel. Biomass includes organic materials such as crop residues, household organic waste, and agricultural leftovers.  

National Bioenergy Programme  

  • Launched: 2022  
  • Budget: ₹1715 crore (Phase 1: 2021–22 to 2025–26)  
  • Objective: Use surplus biomass from rural areas for power generation and provide additional income to rural households.  
  • Implementation: In two phases  
  • Central Financial Assistance (CFA): Provided to developers; 20% extra CFA for North East, hill states, and SC/ST beneficiaries.
