Why in the News?
The Union Cabinet has approved the Department of Agriculture & Farmers Welfare's proposal to streamline Centrally Sponsored Schemes into two umbrella schemes: the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and the Krishonnati Yojana (KY). With a budget of ₹1,01,321.61 crore, these schemes aim to promote sustainable agriculture, enhance food security and leverage technology for effective implementation through state governments.
Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY)
- Launched: 2007
- It consolidates various existing Centrally Sponsored Schemes (CSS) under the Ministry of Agriculture and Farmers Welfare into a single umbrella scheme to ensure coherence and efficiency.
- Objective: To boost agricultural productivity across various sectors, ensuring food security and self-sufficiency.
- Key change: State governments will be given flexibility to re-allocate funds from one component to another based on their state specific requirements.
- It adopts a cafeteria approach, allowing states to choose from various components based on their specific agricultural needs and priorities.
Krishonnati Yojana (KY)
- It was introduced in 2005.
- The scheme "Sub Mission on Seed and Planting Material (SMSP)" is a centrally sponsored scheme under the umbrella scheme of "Green Revolution – Krishonnati Yojana".
- Aim: To increase the production of certified / quality seed, increase SRR, upgrade the quality of farm-saved seeds, strengthen the seed multiplication chain, promote new technologies and methodologies in seed production.

- Protection of Plant Varieties and Farmer’s Rights Authority (PPVFRA)
- Grow Out Test (GOT) facilities
- National Food Security & Nutrition Mission
- Mission Organic Value Chain Development for North-Eastern Region (MOVCDNER), a component under the KY, will be modified to provide flexibility to the North-Eastern states to address critical challenges.
