Himachal Pradesh Declared 'Fully Literate' State

Why in News?
The declaration was made on International Literacy Day (8th Sept), under the ULLAS program (Nav Bharat Saaksharta Karyakram).
- HP became the 4th state with full functional literacy, after Tripura, Mizoram & Goa, while Ladakh became the 1st UT to achieve full literacy (2024).
- HP's literacy rate of 99.30% exceeds the national benchmark of 95%.
ULLAS (NILP) Program

- A person aged 7 years or older who can read and write with understanding in any language is considered literate.
- Functional literacy– an individual's capability to use reading, writing & numerical skills in everyday tasks that contribute to personal growth and community participation.
India’s overall literacy rate is 80.9% (PLFS 2023-24).
