Why in News?   

The Delhi government has rolled back its fuel ban on end-of-life vehicles (ELVs)-Petrol cars over 15 years and diesel vehicles over 10 years as directed by the Commission for Air Quality Management (CAQM). This reversal follows widespread public backlash, technological setbacks, and political interventions.  

What are ELVs (End-of-Life Vehicles)? 

ELV stands for End-of-Life Vehicle, a term used to describe vehicles that are no longer fit for use due to age, wear, or regulatory restrictions. 

In India, under environmental regulations: 

  • A petrol vehicle is considered an ELV after 15 years. 
  • A diesel vehicle is considered an ELV after 10 years. 

These limits are enforced particularly in Delhi-NCR to control air pollution. 

What Does "ELV Fuel Ban" Mean? 

The ELV fuel ban refers to the government’s directive to stop refueling such old vehicles at petrol pumps. 
It means: 

  • No petrol or diesel is to be sold to ELVs. 
  • The goal is to discourage their usage and reduce pollution.

About CAQM

  • It is a statutory body for ensuring coordinated action, scientific research and effective resolution of air pollution issues in the Delhi NCR and adjoining areas. 
  • CAQM replaces 22-year-old Environment Pollution (Prevention and Control) Authority (EPCA) and envisages streamlining the public participation, the inter-State cooperation, the expert involvement and persistent research and innovation.
