Why in News?
On Tuesday, 20th May 2025, Mizoram Chief Minister Shri Lalduhoma officially announced that Mizoram has achieved full literacy.
About the Event
- This landmark declaration represents a major milestone in Mizoram’s educational progress, establishing it as the first state in India to achieve full literacy.
- The announcement took place at a special ceremony held at the Mizoram University Auditorium in Aizawl, the state’s capital.
Mizoram
- Mizoram, which became a state on 20th February 1987.
- According to the 2011 Census, it had a literacy rate of 91.33%, ranking third in India.
- To achieve full literacy, the state implemented the ULLAS – Nav Bharat Saaksharta Karyakram (New India Literacy Programme), aiming to educate the remaining non-literate population.
ULLAS Scheme
- The ULLAS scheme, launched in 2022 and running till 2027, is a centrally sponsored program aligned with the National Education Policy (NEP) 2020.
- It focuses on adults aged 15 and above who missed formal schooling and includes components like Foundational Literacy and Numeracy, Critical Life Skills, Basic Education, Vocational Skills, and Continuing Education.
- The vision of ULLAS is to make “Bharat Jan Jan Saakshar” (Every Citizen Literate) based on volunteerism and Kartavya Bodh.
