Why in News? 

Bihar will implement mobile voting for the first time in select municipal bodies on June 28, 2025, enabling senior citizens, pregnant women and persons with disabilities to vote from home. 

What is e-voting? 

E-voting is a digital method of voting using electronic devices like mobile phones. 

Voting Method 

  • Voters use the E-SECBHR app (Android) or Bihar SEC’s app. 
  • Mobile number must be registered in the electoral roll. 
  • Voter identity is verified through the app. 
  • Voting is done via the app or website on polling day. 

About the Election Commission of India (ECI) 
The Election Commission of India (ECI) is a permanent constitutional authority established on January 25, 1950. To commemorate its founding, National Voters’ Day has been observed annually on the same date since 2011. 

Constitutional and Legal Framework 

  • Constitutional Basis: ECI operates under Part XV (Articles 324–329) of the Indian Constitution. 
  • Statutory Framework: The 2023 Act governs the appointment, service conditions, and tenure of the Chief Election Commissioner and Election Commissioners. 

Organizational Structure of the Election Commission of India (ECI) 

  • ECI is a multi-member body with 1 Chief Election Commissioner (CEC) and 2 Election Commissioners (ECs). 
  • It began as a single-member body with only the CEC. 
  • In 1989, two ECs were appointed temporarily. 
  • Since 1993, it functions permanently as a three-member body
